導演伊頓高安表示，《CIA光碟離奇失竊案》跟《二百萬奪命奇案》差不多在同一時間完成劇本，他們最初打算製作一齣間諜片，但最終「事與願違」。他們先創作人物，每個人物都有點傻頭傻腦，尤以佐治古尼（George Clooney）及畢彼特（Brad Pitt）兩位步入中年危機的沒用傢伙為甚，他倆以為自己跟一件政府與國際驚世大陰謀扯上關係。

另一位導演祖兒高安表示，他們向來並沒有刻意區分誰是喜劇演員，誰是嚴肅戲劇的演員，如果他們將平時跟喜劇沾不上邊的演員放到喜劇之中，那正好反映出他們對那些演員的興趣，以及對他們處理角色的信心。影片的大部分內容可說是為演員度身訂造，寫的時候一直想著演出者。
